Kingston DataTraveler Vault Privacy (4GB)

The world is a scary place, and some of your most valuable data?be it medical information, business records, or government secrets?lives not on paper, but in zeros and ones. To keep your private data safe and secure, Kingston has the DataTraveler Vault Private, the single-user companion to the Kingston DataTraveler Vault Privacy-Managed Edition. With end-to-end encryption and a rugged design, it protects your data from almost anything that gets thrown at it.

The 4GB drive has very little preinstalled software, leaving you 3.68 GB of storage space. Formated in FAT32, the drive works with both Windows and Mac operating systems, letting you go from one to the other and back again without having to reformat the drive or install and conversion software. And unlike the consumer-grade Kingston DataTraveler Locker+ G2 (16GB), the DataTravaler Vault Privacy also supports Linux.

The drive earns the Vault Privacy name with 256-bit AES encryption in Cipher Block Chaining (CBC) mode. This is end-to-end hardware based encryption, meeting the same requirements needed for storing actual Top Secret government documents. On a regular drive, you'll need to use something like the CipherUSB to protect it with similar levels of encryption. With the DataTraveler Vault Privacy, you'll just need to set up a password. You'll need a password to even use the drive, and then unlock the drive with that password everytime you need to use it.

The design is also rugged to physically protect your data against moisture, dirt, and more. The aluminum case and locking cap provide protection against shock and crushing forces, while the cap seals out water up to four feet deep. While that ruggedness makes for a well-protected drive, it's a little chunky, measuring 0.5 by 0.9 by 3.1 inches (HWD)?just enough to potentially crowd an adjacent USB port?and weighs 0.5 ounce.

The initial setup is very simple?the entire process involves choosing a password, and it takes moments?but be sure you pick a password you'll remember. Once you've set your password, the drive will be discoverable by the PC, and you can open and use it just like any other drive. For a slightly easier, yet equally secure, option, there' always the Aegis Secure Key, which offers hardware based locking.

Don't forget the password! The drive's security has a lock feature which only allows 10 incorrect password attempts in a row before reformatting the drive and wiping out the data. This security feature prevents brute-force attacks from unlocking the drive. As an added dose of security, this 10-count doesn't reset when the drive is unplugged and plugged back in?so make sure you remember your password.

Also included on the drive is a program called Drive Security, a product of ESET and ClevX, which can be used to scan the drive for any security issues, such as malware or viruses. Kingston guarantees the drive with a five-year warranty and free technical support.

In our timed data transfer test, the drive offered 35 MBps write speeds and 10 MBps read speeds. That's faster than the consumer-oriented Editors' Choice, the DataTraveler Locker+, which had an average of 21MBps read and 12MBps write speed. It's also reasonably priced. While the 4GB capacity is a bit small?larger models are available (8, 16, 32, and 64GB)?the drive sells for $42.00 list, or $10.50 per GB. By comparison, the hardware locked Aegis Secure Key sells the same 4GB capacity for $65?or $16.25 per GB.

The Kingston DataTraveler Vault Privacy is a solid option for the security minded, with high-grade hardware-based encryption, a rugged design, and a decent price. Add it all up, and it takes a place alongside the best secure drives we've reviewed, though the Aegis Secure Key remains our top pick due its innovative physical keypad.

Older couple wanted for Mars mission

A team led by millionaire and former space tourist Dennis Tito plans to send a "tested couple" to Mars and back in a privately funded mission.

The Inspiration Mars Foundation plans to start its one-and-a-half-year mission in January 2018.

The foundation has carried out a study which it says shows that it is feasible to achieve such a mission using existing technology.

The group still has to raise funding for their mission.

I can attest from personal experience that having somebody that you really deeply trust and care for was an extraordinary thing to have?

End Quote Jane Poynter Paragon Space Development Corporation

Among those involved in the project is Jane Poynter, who spent two years locked away in a sealed ecosystem with seven other people in 1991 which she described as a "New Age Garden of Eden".

She told BBC News that the mission planners wanted the crew to consist of an older couple whose relationship would be able to withstand the stress of living in a confined environment for two years.

"I can attest from personal experience from living in Biosphere 2 that having somebody that you really deeply trusted and cared for was an extraordinary thing to have," Ms Poynter explained.

Ms Poynter, who ended up marrying one of those involved in the Biosphere 2 project, Taber Macallum, admitted that it could be "challenging" for the couple. But said that the selection process would attempt to find "resilient people that would be able to maintain a happy upbeat attitude in the face of adversity".

The plan was to choose a middle-aged couple because their health and fertility would be less affected by the radiation they would be exposed to during such a long space mission.

Dennis Tito: "It's been outstanding from a scientific standpoint. We have not made nearly the same progress in human space flight"

The couple would receive extensive training and would be able to draw on psychological support from mission control throughout the mission.

Ms Poynter's expectation is that a couple journeying to Mars would be "inspirational".

"We want the crew of vehicle to represent humanity," she said. "We want the youth of the world to be reflected in this crew and for girls as well as boys to have role models".

Space historian, Prof Christopher Riley of Lincoln University, believes that sending a couple to Mars might be a good idea.

"The idea of sending older astronauts on longer duration missions, after they have had children, has been around for a while. The reasoning is that such a long duration mission, outside of the protective magnetosphere of the Earth, could leave them infertile," he said.

"Married couples have occasionally flown in space before, on short flights, and it seemed to work well, so why not."

It takes mavericks like Tito to create pivot points in history where significant things happen?

End Quote Prof Christopher Riley Lincoln University

However results emerging from the so-called Mars500 project suggests that even carefully screened individuals are likely to suffer from psychological problems from a prolonged space mission.

The mission will be a straightforward flight to the Red Planet and return without landing. This greatly reduces the cost of the mission. The Mars Inspiration team believe that it is technically possible to launch such a mission in five years' time.

The Mars Inspiration team is aiming for a January 2018 launch because it coincides with a close alignment of Mars and Earth, such that a round trip would take about a year-and-a half, or 501 days - whereas outside of this window such a trip might take two or three years .

Many believe that new technologies will need to be developed to deal with the extended periods of radiation such a trip would involve and to cope with supplying food and water for the crew.

The Mars Inspiration team says that it has carried out a feasibility study for the mission which it plans to release on Sunday. Anu Ojha, from the British National Space Centre in Leicester has seen the study.

He says that it is theoretically possible to go to Mars and back using the Dragon and Falcon Heavy systems manufactured by California-based firm SpaceX.

Loo roll crunch

But conditions would be squeezed and spartan, with no room for pressurised space suits. The report suggests that 1,360kg of dehydrated food will be enough to last the journey and the manifest includes 28kg of toilet paper for a crew of 2 for 500 days.

But the issue of radiation protection according to Mr Ojha is "glossed over" with the recognition that more work and "creative solutions" need to be explored. More work will also need to done to improve recycling technologies to convert urine into water.

The man leading the venture is Denis Tito, who paid 20 million dollars to become the first "tourist" in space. He spent six days on the International Space Station (ISS) in 2001.

The millionaire is financing part of the project but much more money needs to be raised. The organisers have not stated how much the mission will cost nor how much they need to raise, saying only that it is much cheaper than one would imagine a Mars mission to be. Ms Poynter did however confirm that a significant amount of money still needed to be raised.

Anu Ojha believes that unless the venture is 100% underwritten at this stage it won't get off the ground.

"If a bunch of billionaires have committed the approx $1-2bn required, then we could see history being made in under five years. If (at the) the press conference they say 'we have this fantastic concept but need the money - please give generously' then it's dead in the water," he told BBC News.

However Prof Riley is more optimistic. "There are lots of big ifs in trying to achieve this epic endeavour, but none which are totally insurmountable given enough money and assistance, and the will to do it," he said.

"It takes mavericks like Tito to create such pivot points in history where significant things happen, and such a trip would be as significant as Apollo 8's first circumnavigation of the Moon on Christmas Eve 1968, when the world listened in to the reflections of the first human beings to orbit another world.

"Perhaps fifty years later, on Christmas Eve 2018 we might be all tuning in to a similar broadcast from Mars. I hope so!"

The effort represents the latest development in private sector companies moving into space exploration. Last December, one of the last men on the Moon, Harrison Schmitt, told BBC News that he believed Nasa and other government run space agencies were "too inefficient" to be able to send astronauts back to the Moon.

(AP) ? Sears posted a smaller loss in the fourth quarter as it reduced its inventory and expenses while sales at its namesake stores rose slightly.

The retailer's stock climbed more than 3 percent in premarket trading on Thursday.

The company that also owns the Kmart store chain lost $489 million, or $4.61 per share, for the period ended Feb. 2. That compares with a loss of $2.4 billion, or $22.63 per share, a year earlier.

Excluding certain items, earnings from continuing operations were $1.12 per share.

Revenue fell 2 percent to $12.26 billion from $12.48 billion. Sears said this was mostly due to the separation of its Sears Hometown and Outlet businesses; the impact of having fewer Kmart and Sears stores in operation and lower revenue from stores open at least a year. This was somewhat offset by having an extra week in the period.

Revenue at U.S. stores open at least a year dropped 1.6 percent in the quarter.

This metric is a key gauge of a retailer's health because it excludes results from stores recently opened or closed.

Revenue at domestic Sears stores open at least a year edged up 0.8 percent, helped by strength in the clothing, home appliance and home categories. The figure dropped 3.7 percent for Kmart locations and fell 3.8 percent for Sears Canada.

A good part of the drag on results was softness in consumer electronics. Removing this category, total revenue at U.S. stores open at least a year dipped 0.2 percent while Sears rose 2.4 percent and Kmart declined 2.5 percent.

Like many retailers, Sears Holdings Corp. saw growth in its online business, with sales climbing 25 percent.

Edward Lampert, chairman and CEO of the Hoffman Estates, Ill., company, said in a statement that Sears has invested significantly in its online operations as well as its rewards program and the technology needed to support the two initiatives.

Total costs and expenses declined to $12.88 billion from $13.18 billion.

Merchandise inventories at quarter's end were $7.6 billion compared with $8.4 billion a year earlier. Domestic inventory dropped $895 million to $6.8 billion.

Chief Financial Officer Rob Schriesheim said that Sears anticipates lowering its 2013 peak domestic inventory by $500 million from the $8.6 billion level at the end of the third quarter of 2012.

Total debt at quarter's end was $3.1 billion. This is down from $3.5 billion in the prior-year period.

Shares of Sears gained $1.53, or 3.2 percent, to $49 two hours before the market open.

For the full year, Sears lost $930 million, or $8.78 per share. In the prior year it lost $3.14 billion, or $29.40 per share.

The company's adjusted loss from continuing operations was $2.03 per share.

Annual revenue fell 4 percent to $39.85 billion from $41.57 billion.

Sears has more than 2,500 stores in the U.S. and Canada.

SAN FRANCISCO, Calif. ?

The weather in February recently has been beneficial to Tulips, as is evident at the bountiful bunch that are blooming in San Francisco at Pier 39's annual 'Tulipmania'.

The pier has been importing bulbs from Holland for years now and puts on walking tours for guests. They were planted this year in November and December since they thrive in temperate climates and need a period of cool dormancy to bloom.

Even though the pier ended their ?Tulipmania? walking tours on Feb. 24th, they are still expected to be in bloom for about two or three weeks.

Pier 39 is located at 2 Beach Street in San Francisco. For more information, go to pier39.com.

Samsung Galaxy Note 10.1 LTE ships to US Cellular

Samsung Galaxy Note 101 LTE reaches US Cellular

Americans wanting a Galaxy Note 10.1 LTE of their own have largely been biding their time for a Verizon model. They're still waiting for that variant to show, but US Cellular isn't -- it just started shipping its own variant of the 4G tablet. From all indications, the slate is largely a branding swap that's adapted to the carrier's network, which is good news for prospective buyers who aren't dead set on Big Red. Pricing might give at least some customers pause, however. US Cellular's Note 10.1 LTE costs $500 only when it's paired with at least a 2GB data plan, and $800 no strings attached. With that kind of outlay, you'll want to be fully committed to the concept of pen-based computing before picking one up.

'Gigantic jet' lightning over China reaches 55 miles high

'Gigantic jet' lightning isn't well understood, but could balance out the electrical charge of thunderstorms. One of the biggest ever observed was documented over China, scientists reported this week.

By Elizabeth Howell,?Our Amazing Planet / February 26, 2013

A 'gigantic jet' captured above a storm in North Carolina in 2009. One of the biggest of these 'gigantic jet' lightning bursts was recorded over China in 2010, scientists report this week.

A rare glimpse of a "gigantic jet" ? a huge and mysterious burst of lightning that connects a thunderstorm with the upper atmosphere ? was made over China in 2010 and was recently described by scientists.

The gigantic jet took place in eastern China on Aug. 12, 2010 ? the farthest a ground-based one has ever been observed from the equator, according to the research team.

Previous jets were mainly seen in tropical or subtropical regions, but this one took place around 35 degrees latitude, about the same as the southern part of Tennessee in the United States.

"This is the first report from mainland China," lead researcher Jing Yang, an atmospheric scientist with the Chinese Academy of Sciences in Beijing, told OurAmazingPlanet. The results were recently published in the Chinese Science Bulletin.

Researchers got a good look at the storm using a variety of tools, including Doppler radar data and weather pictures in the infrared band of radiation.

The gigantic jet peaked at about 55 miles (89 kilometers) above the ground, far above the cloudtops that were measured with Doppler radar at an altitude of 11 miles (17 km).?

Yang added that her team had possibly seen another gigantic jet in the same area during a different thunderstorm, but said they needed to recheck the data to confirm.

"It's not as clear as this one if it is a gigantic jet or not," she said.

It wasn't until the last century that electrical activity above thunderclouds was scientifically proven, although rumors based on undocumented observations circulated long before that time.

These electrical discharges can take several forms, such as sprites (orange-red flashes) and blue jets, which appear as blue cones.

The first confirmed gigantic jet was reported in 2001, after American researchers saw a blue jet reaching 44 miles (70 km) above the clouds at the Arecibo Observatory in Puerto Rico. This was nearly double the 26-mile (42 km) limit for jets that was previously observed.

Two years later, researchers described shapes such as "tree jets" and "carrot jets" that they spotted during a 2002 thunderstorm over the South China Sea near the Philippines.

While scientists are still trying to understand how these gigantic jets work, they believe the jets balance out the electrical charge during thunderstorms by discharging the ionosphere ? a part of the upper atmosphere filled with charged particles.

UNC responds to sex assault retaliation charges

"The Carolina community cares deeply about all of our students, including both students in this specific matter," UNC chancellor Holden Thorpe said in a statement released late Tuesday. "If we are to achieve the ultimate goal of eliminating sexual assault and violence from this campus, we must all work together.?

The university released its own statement after several media outlets (including Yahoo! News) reported that Landen Gambill?a sophomore who last spring reported being raped by a student she says is still on the school's Chapel Hill campus?was recently notified of the charge by the UNC Honor Court.

If found guilty, Gambill faces a range of sanctions, including probation, suspension or even expulsion.

Last month, a group of current and former UNC students including Gambill and Melinda Manning?the school's former assistant dean of students?filed a complaint with the U.S. Department of Education's Office for Civil Rights, alleging that school officials had pressured Manning into underreporting sex offense cases.

The University?s Honor System has been the subject of Internet commentary and media attention and some of its student members have received threats to their personal safety. Sexual assault evokes passionate responses and concerns. But it is important, particularly in a higher education community, to avoid judgment based upon speculation.

Here are facts. This University works hard to encourage students to come forward and report instances of sexual violence. No student has ever been disciplined for reporting a sexual assault or any Honor Code violation. Further, no University administrator filed or encouraged the filing of charges in this case; there is no retaliation by the University.

Because of concern for our students and their privacy we cannot discuss specifics of this or any student Honor Court case. This includes allegations involving a student who has made a claim about a fellow student.

The University has a long and cherished tradition of student government, led by students for the benefits and welfare of students. We can tell you that the Student Attorneys General, and for many years have had, the authority to decide which cases to consider independent of administrators. Further, administrators may not encourage or prevent the Student Attorneys General from filing charges. When a member of the University community reports an Honor Code violation, the Student Attorneys General determine if the evidence warrants a hearing before the Honor Court under campus policies and procedures. In deciding to charge a student with an alleged violation, the Student Attorneys General carefully consider all available evidence. Because of faculty interest in strengthening the Honor System process, the University established?with Chancellor Thorp?s support?a faculty advisory committee to be available to the Student Attorneys General for consultation in difficult cases.

Throughout a student?s involvement with the student-led Honor System, an accused student receives a number of procedural rights, including the presumption of innocence, the presentation of evidence, and a fair and impartial hearing. After the hearing, if a student is found guilty of the charge, sanctioning decisions are made by the Honor Court after a thorough consideration of all of the evidence.

The Student Attorneys General, who have been involved with the Honor System for over two years, have been trained on making appropriate charge decisions in accordance with University procedures. We are confident in our students? professionalism and commitment.

In January, the University retained Gina Smith, a nationally recognized lawyer and consultant on sexual misconduct issues, to help guide an open and transparent conversation about how the issue of sexual assault affects the campus and culture that is focusing on education and engagement. Smith, a former prosecutor, educator and consultant, has guided other campuses including Amherst on issues related to handling sexual assault complaints.

The work ahead of us is hard and the responsibility to get it right is daunting. We are committed to eliminating sexual assault and violence from our community. We encourage you to visit our website (http://campusconversation.web.unc.edu/) and to participate in the University?s efforts to engage students, faculty, staff and alumni on these issues.

Iran's negotiator - rigid ideologue close to Khamenei

DUBAI (Reuters) - If there is a path to compromise in nuclear talks between the big powers and Iran, it leads past Saeed Jalili, a man who bears the physical scars of Iran's battles to assert itself and its Islamic revolution against outsiders.

For five years, Jalili has been Iran's top nuclear negotiator, relentlessly asserting what Iran says is its sovereign right to peaceful nuclear power. In those five years, U.N. sanctions over activities that could lead Iran to nuclear weapons have been tightened three times, and several attempts to resolve the dispute have failed.

Academics and diplomats see little sign that Iran is ready for compromise. But they say the United States, China, Russia, France, Britain and Germany - the "P5+1" - can at least be sure when they meet Jalili in Kazakhstan on Tuesday that his defiant position has the resolute backing of Iran's supreme leader.

Jalili, 47, lost his right leg in the 1980s, fighting for the elite Revolutionary Guards in a war against Iraq where the survival of Iran's young Shi'ite theocratic revolution was under threat from Saddam Hussein and the Western and Sunni Gulf Arab powers backing Iraq.

"He sees the U.S. and Europe as guilty for supporting Iraq against Iran. When he's sitting down with them, I'm sure his experiences are somewhere in the back of his mind" said Mohammad Marandi, assistant professor at Tehran University.

"Jalili is a tough negotiator and believes strongly in Iran's nuclear program and its sovereign rights. He's not the sort of person to give major concessions."

"PRODUCT OF THE REVOLUTION"

When Jalili was appointed in October 2007, the news was greeted with surprise and concern.

Iranian newspapers asked how an inexperienced diplomat had been elevated to lead the powerful Supreme National Security Council, a post that automatically made him chief negotiator on nuclear affairs.

Within days, a U.S. diplomatic cable later published by WikiLeaks spoke of "a move to forestall any compromises on the nuclear issue" and a "hardening of Iran's negotiating position".

Another U.S. cable dated January 25, 2008, said an EU official who met Jalili in Brussels "was struck by his seeming inability or unwillingness to deviate from the same presentation ... calling him 'a true product of the Iranian revolution'".

For four years from 2001, he ran the office of Supreme Leader Ayatollah Ali Khamenei.

When Mahmoud Ahmadinejad was elected president in 2005, he chose Jalili, 39 at the time, to be his adviser, and within months made him deputy foreign minister.

Latterly, Ahmadinejad and Khamenei have fallen out dramatically. But Jalili, outwardly soft-spoken and almost bashful, appears to have avoided being dragged into the public quarrel, while retaining the confidence of Khamenei, who decides Iran's nuclear policy.

"What Khamenei knows of the 5+1 position, he has to learn from Jalili. Jalili therefore plays a role in framing what he learns from the negotiations for Khamenei's ear," said Shaul Bakhash, professor of history at George Mason University in Virginia.

The challenge for the big powers may be in trying to frame discussions in a way that avoids challenging Jalili's fierce ideological allegiance to Iran's theocratic system.

THEOLOGICALLY MINDED

Jalili gained a doctorate in political science at Imam Sadiq University, a training ground for Iranian leaders, where he wrote a study entitled "Foreign policy of (the) Prophet of Islam", according to a biography that was for a time posted on the Foreign Ministry website.

"He is deeply theologically minded. An education at Imam Sadiq combines a modern education with solid Islamic studies and its graduates rise to the top posts in Iran," said Sadeq Zibakalam, professor of political science at Tehran University.

Britain's former ambassador to Iran, Geoffrey Adams, told U.S. diplomats that Jalili "would lecture on the theological and ideological basis of foreign policy in a very academic but pointless manner", according to another leaked U.S. cable from 2007.

Karim Sadjadpour of the Washington-based Carnegie Endowment think tank said Jalili's experience of the Iraq had helped to confirm him in "a revolutionary world view that sees Western nations and culture as anathema to the Islamic Republic".

Yet Jalili has no shortage of ambition and may have to be more pragmatic in time to come.

His high-profile defense of Iran's position and his strong revolutionary credentials have prompted conservatives to tout him as candidate material for a presidential election in June.

A Western diplomat based in Tehran said Jalili was more likely to bide his time since he had "not yet obtained sufficient public profile for that office". But whatever his intentions, his loyalty is likely to pay dividends.

"The best way to get a promotion in contemporary Iranian politics is to be obsequious to the Supreme Leader," said Sadjadpour. "Jalili is a classic apparatchik who is willing to follow orders."

Qatar poet remains in prison for 'offensive' verse

DOHA, Qatar (AP) ? A poet jailed for a verse considered offensive to Qatar's ruler harshly denounced the Gulf nation's legal proceedings on Monday after an appeals court reduced his life sentence but still kept a 15-year prison term.

The rant in court ? rare in the tightly controlled Gulf Arab states ? underscored the free speech battles across the region as Western-backed authorities take strict measures against perceived political dissident in the wake of the Arab Spring.

From Kuwait to Oman, dozens of people have been arrested in the past year for social media posts deemed insulting to leaders or calling for political forms.

"Unjust," shouted poet Muhammad ibn al-Dheeb al-Ajami in the heavily guarded courtroom in Qatar's capita, Doha, after his appeal to drop the conviction was denied. The court, however, cut the life sentence handed down in November and imposed a 15-year term.

Al-Ajami faced specific charges from a poem posted online in 2010 that discussed the traits needed for a good leader ? which apparently was seen by authorities as a challenge to Qatar's emir and the ruling family.

But he also was more widely known for an Internet video of him reciting "Tunisian Jasmine," a poem lauding that country's popular uprising, which touched off the Arab Spring rebellions across the Middle East. In the poem, he said, "we are all Tunisia in the face of repressive" authorities and criticized Arab governments that restrict freedoms, calling them "thieves."

Al-Ajami still can appeal to a higher court.

"This sentence will not stand," said his brother Hasan. "When you strip away everything, this is just a case about power and pressure."

Earlier this month, a Kuwait court sentenced three former opposition lawmakers to three years hard labor for insulting the country's ruler during speeches made at political rallies. In January, a Kuwait blogger and online journalists received two-year sentences in back-to-back convictions for posts deemed "insulting" to the emir.

In November, the United Arab Emirates set stricter Internet monitoring and enforcement codes. They include giving authorities wider leeway to arrest Web activists for offenses such as mocking the country's leadership or calling for demonstrations.

Conservative set to win Cyprus presidency

NICOSIA, Cyprus (AP) ? Battered by a debt crisis, a leadership vacuum and facing near-empty coffers, Cyprus is holding a presidential runoff Sunday, a vote that conservative Nicos Anastasiades is expected to win handily.

Anastasiades, the 66-year-old leader of the Democratic Rally party, is going to have to act fast once he does get in office, quickly securing a financial rescue package so his country can avoid a bankruptcy that would trigger more turmoil among the 17 nations that use the euro.

He won 45.5 percent of the vote in last Sunday's first round, well ahead of left-wing newcomer Stavros Malas who won 26.9 percent and independent Giorgos Lillikas with 24.9 percent.

Lillikas has not chosen to endorse either candidate in the two-man runoff but political analyst Christophoros Christophorou said Lillikas' supporters are a diverse bunch who are unlikely to tip the scales against Anastasiades. The conservatives have capitalized on widespread discontent over what many view as five years of failed rule by outgoing President Dimitris Christofias and his communist-rooted AKEL party. An Anastasiades campaign billboard reading "Could you stand another five years of the same?" plays to that discontent.

"I would be very surprised if there's no landslide in favor of Anastasiades," said University of Cyprus political science professor Antonis Ellinas.

Cyprus, a divided island of around a million people in the far eastern end of the Mediterranean, is one of the smallest members of the 27-nation European Union and faces deep political and economic problems.

In 1974, it was split into an internationally recognized Greek Cypriot south and a breakaway Turkish Cypriot north after a coup by supporters of union with Greece ? and decades of talks on resolving that division so far have gone nowhere. Only the 545,000 eligible voters in the south will cast their ballots in the election.

On the economic side, Cyprus has only enough money to pay salaries until the end of April and European leaders are expected to decide on a Cyprus bailout in the latter half of March.

Last year the country was forced to seek financial assistance of as much as ?17 billion ($22.7 billion) ? roughly equivalent to its annual gross domestic product ? from the other eurozone partners and the International Monetary Fund after its banks lost billions on bad Greek debt. The size of the bailout has raised fears Cyprus won't be able to pay back any loan. Cyprus' economy is projected to shrink this year by 3.5 percent of gross domestic product and unemployment will reach 14 percent.

Wariness of Anastasiades still lingers for supporting a U.N.-drafted reunification plan that was rejected by three quarters of Greek Cypriots who saw it as too weighted in favor of Turkish Cypriots.

But many voters' minds are now on their wallets rather than the complex politics of reunifying the country. Anastasiades has campaigned as the safer choice with the right connections to convince Cyprus' reluctant eurozone partners ? especially Germany, which sees the country as a haven for dirty Russian money ? that it deserves help.

Anastasiades' spokesman, Tassos Mitsopoulos, said the conservative has already sounded out Russia ? a long-time ally ? for an additional loan to see the country through until all eurozone parliaments approve the bailout. Cyprus already received a ?2.5 billion loan from Moscow last year.

Malas, who served as health minister in Christofias' government, says he will fight to improve bailout terms to protect the less well-off and accuses Anastasiades of kowtowing to European leaders. But his support comes from the AKEL, the leftist party many blame for the country's economic troubles, and Malas may be too new a face for some voters.

"(Many feel) it's better to choose the devil they know," said Ellinas.

Mali: Chadian Troops and Islamists Killed in Bloody Mountain Battle

At least 13 Chadian troops and 65 Islamist rebels have been killed in a fierce battle in the remote mountain region of Ifoghas in Northern Mali, Chad's army has said.

Many Islamic insurgents were thought to have sought shelter in the mountains soon after the French-led forces had driven them away from the landlocked West African nation.

The recent death toll is the heaviest for the French and African troops since the launch of the onslaught six weeks ago.

"The provisional toll is ... on the enemy's side, five vehicles destroyed and 65 terrorists killed. We deplore the deaths of 13 of our valiant soldiers," said the military's statement which was read on state radio.

Weeks after the French intervention, African troops have been continually deployed in the country to insulate the regions from the al-Qaida-linked militants.

As part of the operations, Chad has pledged 2,000 troops for the UN-backed African operation. Nearly 1,800 Chadian soldiers have already been deployed to secure the strategic town of Kidal.

The Ifoghas mountains, a desert area in the Kidal region, provide a perfect hideout for the insurgents to launch guerrilla attacks on the Malian and French forces.

Meanwhile, clashes between the Islamists and French-led forces continued in other towns, including Gao.

A deadly car bomb which exploded in the town of Khalil killed five people. The Islamists planted the bomb targeting the secular Tuareg movement's members who have close links with French forces.

"It's simply the continuation of attacks by MUJWA, which will probably want to try more attacks in the coming days. It was sadly predictable and the next attacks will fail just like they did yesterday," French army chief Admiral Edouard Guillard told Reuters, about the Khalil attack.

France dramatically intervened in its former colony in January to stop Islamists from capturing southern parts of the country which include the capital Bamako.

France is expected to withdraw its troops in the coming weeks once the Africans take over.

NFL exec: HGH testing resolution needed

INDIANAPOLIS (AP) -- NFL senior vice president Adolpho Birch says the league and players association need to reach agreement soon on HGH testing.

The NFL and the union agreed in principle to HGH testing when a new 10-year labor agreement was reached in August 2011. But protocols must be approved by both sides and the players have questioned the science in the testing procedures, stalling implementation.

Speaking at the scouting combine Thursday, Birch says the NFL has full confidence in the test and "should have been a year into this by now." He calls the delays "a disservice to all of us."

On Tuesday, the union said in a conference call it favors HGH testing, but only with a strong appeal process. Otherwise, NFLPA spokesman George Atallah said, "it's just a nonstarter."

New Pope will handle Pius X Society decision - Catholic News Agency

Father Federico Lombardi holds a Feb. 21, 2013 briefing at the Vatican press office. Credit: David Uebbing/CNA.

.- The effort to reach an agreement between the Church and the Society of St. Pius X will be passed on to the next Pope, Father Federico Lombardi said.

?An important point is that these days people have spoken about a deadline for Pius X priests and a conclusion to the situation. The Pope is confiding the decision to the next Pope, and no conclusion will be made on this date,? said Fr. Lombardi, the director of the Vatican press office.

Archbishop Gerhard L. Muller, the head of the Vatican doctrine office, originally set Feb. 22 as a deadline for the Society of St. Pius X to reach a decision about accepting a doctrinal preamble that was sent to the society.

?The purpose of dialogue is to overcome difficulties in the interpretation of the Second Vatican Council,? Archbishop Muller told CNA July 20, ?but we cannot negotiate on revealed faith, that is impossible. An Ecumenical Council, according to the Catholic faith, is always the supreme teaching authority of the Church.?

The document contains a set of doctrinal statements that the breakaway group would have had to accept to establish a framework for full reconciliation.

All indications seemed to be pointing toward the Pius X Society rejecting the agreement.
The society has had a strained relationship with the Vatican since its founder, Archbishop Marcel Lefebvre, consecrated four bishops against the orders of Pope John Paul II in 1988.

Archbishop Lefebvre founded the society in 1970 as a response to what he described as errors that had crept into the Catholic Church following the Second Vatican Council.

In 2009, Pope Benedict remitted the excommunications of the Society?s bishops and set talks in motion aimed at restoring ?full communion.?

In May 2012 the Vatican began discussions with Bishop Bernard Fellay, the superior general of the society, and said that it would establish separate talks with the other three bishops.

Caves point to thawing of Siberia: Thaw in Siberia's permafrost may accelerate global warming

Feb. 21, 2013 ? Evidence from Siberian caves suggests that a global temperature rise of 1.5 degrees Celsius could see permanently frozen ground thaw over a large area of Siberia, threatening release of carbon from soils, and damage to natural and human environments.

A thaw in Siberia's permafrost (ground frozen throughout the year) could release over 1000 giga-tonnes of the greenhouse gases carbon dioxide and methane into the atmosphere, potentially enhancing global warming.

The data comes from an international team led by Oxford University scientists studying stalactites and stalagmites from caves located along the 'permafrost frontier', where ground begins to be permanently frozen in a layer tens to hundreds of metres thick. Because stalactites and stalagmites only grow when liquid rainwater and snow melt drips into the caves, these formations record 500,000 years of changing permafrost conditions, including warmer periods similar to the climate of today.

Records from a particularly warm period (Marine Isotopic Stage 11) that occurred around 400,000 years ago suggest that global warming of 1.5?C compared to the present is enough to cause substantial thawing of permafrost far north from its present-day southern limit.

A report of the research is published in this week's Science Express. The team included scientists from Britain, Russia, Mongolia and Switzerland.

'The stalactites and stalagmites from these caves are a way of looking back in time to see how warm periods similar to our modern climate affect how far permafrost extends across Siberia,' said Dr Anton Vaks of Oxford University's Department of Earth Sciences, who led the work. 'As permafrost covers 24% of the land surface of the Northern hemisphere significant thawing could affect vast areas and release giga-tonnes of carbon.

'This has huge implications for ecosystems in the region, and for aspects of the human environment. For instance, natural gas facilities in the region, as well as power lines, roads, railways and buildings are all built on permafrost and are vulnerable to thawing. Such a thaw could damage this infrastructure with obvious economic implications.'

The team used radiometric dating techniques to date the growth of cave formations (stalactites and stalagmites). Data from the Ledyanaya Lenskaya Cave -- near the town of Lensk latitude 60?N -- in the coldest region showed that the only period when stalactite growth took place occurred about 400,000 years ago, during a period with a global temperature 1.5?C higher than today. Periods when the world was 0.5-1?C warmer than today did not see any stalactite growth in this northernmost cave, suggesting that around 1.5?C is the 'tipping point' at which the coldest permafrost regions begin to thaw.

Dr Vaks said: 'Although it wasn't the main focus of our research our work also suggests that in a world 1.5?C warmer than today, warm enough to melt the coldest permafrost, adjoining regions would see significant changes with Mongolia's Gobi Desert becoming much wetter than it is today and, potentially, this extremely arid area coming to resemble the present-day Asian steppes.'

UI president to tackle high risk drinking, Greek system

by Dee Sarton

BOISE -- University of Idaho President, Dr. Duane Nellis, is doing something no UI president in memory has ever done - lending the influence of his office to tackle both high risk drinking among students and the universities relationship with fraternities and sororities.

He sat down for an exclusive interview with our Dee Sarton to explain what he hopes to achieve.?

"We are recognized already statistically for being a safe campus, but I'm not satisfied with that," said Nellis.

Nellis presides over Idaho's only land grant university. Its history goes all the way back to Abraham Lincoln. It's Idaho's oldest university, and Dr. Nellis its 17th president.

"Our university is a leading university in the northwest and the nation, and we're proud of our successes," said Nellis.

He points to the highest graduation rate of any public university in Idaho and an average freshman GPA of 3.4.

Nellis recognizes that snapshot of the UI student body is too often overshadowed by tragic headlines involving high risk drinking like the recent death of Joseph Weiderrick. Police say the student left a fraternity party highly intoxicated and died of hypothermia while trying to find his way home.

Nellis is now taking an unprecedented approach. He is forming two task forces charged with helping him set a bold agenda for change.

"Maybe we can step out and be a leader in providing programs and policies that will not only help move the university of Idaho forward but this national issue forward in trying to address that."

And it appears there are no sacred cows.

"Maybe we need to look at a different type of association between the university and Greek system," said Nellis. "I think institutions nationally, we've moved away from some of the direct oversight of fraternity and sororities and we've allowed the organizations to provide some of that oversight. Maybe the pendulum needs to swing back to much greater oversight."

Whatever recommendations come back from the president's task forces in late spring, his bottom line is clear.

"I think it is an opportune time to really look at and insure that what we're doing is best practice," said Nellis. "We want to do everything we can to create a safest environment for our students."
