Spending stumbles in Oct. as income growth stalls

U.S. consumer spending fell in October for the first time in five months as income growth stalled, suggesting slower economic growth in the fourth quarter.

The Commerce Department said on Friday consumer spending fell 0.2 percent after an unrevised 0.8 percent rise in September.

It said it could not quantify the impact of superstorm Sandy, but added it made adjustments where source data was not yet available or did not reflect the effects of the storm.

Though the storm, which slammed the East Coast in late October, put a brake on automobile sales, the drop in spending last month was in part a reflection of the weak economic fundamentals.

Economists polled by Reuters had expected consumer spending, which accounts for 70 percent of U.S. economic activity, would be flat last month.

When adjusted for inflation, consumer spending fell 0.3 percent, the first decline since June, after rising 0.4 percent the prior month.

It was also the largest decline since September 2009 and implied growth in consumer spending this quarter would struggle to exceed the third-quarter's 1.4 percent annual pace, which was the slowest in more than a year.

While the economy grew 2.7 percent in the third quarter after advancing 1.3 percent in the prior three months, much of the boost came from the restocking of goods and robust government spending. That is likely to be lost in the final three months of the year.

Growth could also be pressured by the lingering effects of the storm and automatic deep cuts to government spending and tax increases that could drain $600 billion early next year unless Congress and the Obama administration agree on a less-severe plan to cut budget deficits.

Income was unchanged in October for the first time since April and followed a 0.4 percent gain in September. The department said private wages and salaries fell, reflecting work interruptions caused by Sandy.

The amount of income at the disposal of households after inflation and taxes dipped 0.1 percent after being flat in September. Despite weak income growth, the saving rate rose to 3.4 percent from 3.3 percent the prior month.?

"In the global routing table, all 84 of Syria's IP address blocks have become unreachable, effectively removing the country from the Internet,"?chief technology officer?James Cowie wrote on the?Renesys blog.?

Akamai Technologies, a Web content?distributor,?confirmed the outage, and the Associated Press reports that Syrian activists reached via?satellite?confirmed the unprecedented blackout." Mobile and land?line telephone connections are reportedly intermittent.??

Internet access in Syria has been?occasionally?disrupted?during the 20-month citizen insurgency against the country's existing government, led by President Bashar Assad. This, however, is this is the first complete shutdown.?

Cutting off this means of both local and International communication is now standard operation for governments facing civil unrest, as seen in?Libya, Iran and Egypt.?

Egypt's startling?disappearance?from the Internet in January 2011, when Renesys?"observed the virtually simultaneous withdrawal of all routes to Egyptian networks in the Internet's global routing table."?

The Egyptian government cut off virtually all access to the Internet by switching off routers at individual ISPs, a process GigaOm's Stacey Higginbotham?explains, is "made easier by the fact that their were few ISPs to contact." ?

As?Higginbotham points out, "it's unclear how Syria disconnected its citizens.?Some news reports say insurgents are communicating still via satellite phones, but the lost of IP addresses means no IP services can find their way to end users within the country. When a packet destined for a Syrian IP address is sent, it simply can?t find out where it?s supposed to go."

Update 1 p.m. ET:?According?to a Twitter post from?Syrian Hurriyat, an "independent political weekly newspaper dealing with the Syrian Revolution," Syria's Minister of Information has said that, "?Terrorists have cut?down the internet in the country, not the government."

Doing business in India can be difficult for the new executive sent on assignment to India. As the world?s second largest country based on population, India is expected to become one of the biggest economies by 2050, projected by PriceWaterhouseCoopers. What is strange is that India does not have a truly national language, unlike the other large economies such as China and the United States.

Many of India?s aspirational parents want their children to go to school where they are taught lessons in English. However, most of the students come out of school learning an entirely different language that would not be recognized in Chicago, New York, or London.This new language has become known as Hinglish ? a mix of Hindi and English. This is totally different from the regional dialects of the United States that many of us are familiar with. To add to the communication confusion, the rest of the subcontinent speaks hundreds of regional vernaculars.

The mix of Hindi and English has come from the lack of strong English speaking teachers in India. Many English speaking schools are very expensive, allowing only the elite to enroll in these classes. Recently though, the most disadvantaged communities have been vocalizing demands for English teachings.This demand has some language chauvinists up in arms proclaiming that English is the ?Trojan horse of globalization.?

With this mix of poor English mixed with Hindi in many dialects, doing business in India can become very difficult. Many times, clear and precise communication is required in business but with these hurdles to jump through, this seemingly simple task can be difficult.

3-4 handfuls of Basil Leaves

1. Heat the wok for about 7 mins with the olive oil poured in.
2. Saute the garlic and the tomatoes.
3. Add the tuna and let it simmer for 10 minutes.
4. Add in the fresh basil leaves and stir.

WASHINGTON (AP) ? Amid increasing anxiety that the White House and top Republicans are wasting time as the government slides toward an economy-rattling "fiscal cliff," administration officials are heading to Capitol Hill for talks with congressional leaders.

Treasury Secretary Tim Geithner and senior White House aide Rob Nabors were to visit separately Thursday with the four leaders of the House and Senate to discuss how to avert a series of tax increases and spending cuts due to begin in January. Republicans complain that the White House is slow-walking the talks and has yet to provide specifics on how President Barack Obama would curb the rapid growth of benefit programs like Medicare and Medicaid.

There's been little evident progress in negotiations between the White House and the lead GOP negotiator, House Speaker John Boehner of Ohio. Boehner's lieutenants say the White House has been slow to engage.

"We have not seen any good-faith effort on the part of this administration to talk about the real problem that we're trying to fix," said House Majority Leader Eric Cantor, R-Va.

Obama is mounting a public campaign to build support and leverage in the negotiations, appearing at the White House with middle-class taxpayers and launching a campaign on Twitter to bolster his position.

"Right now, as we speak, Congress can pass a law that would prevent a tax hike on the first $250,000 of everybody's income," Obama said. "And that means that 98 percent of Americans and 97 percent of small businesses wouldn't see their income taxes go up by a single dime."

Obama is insisting that tax rates go up on family income exceeding $250,000; Boehner is adamant that any new tax revenues come from overhauling the tax code, clearing out tax breaks and lowering rates for all.

Republicans are also demanding significant cuts to so-called entitlement programs like Medicare, such as an increase in the eligibility age for the program from 65 to perhaps 67.

"It's time for the president and Democrats to get serious about the spending problem that our country has," Boehner said at a news conference Wednesday in the Capitol. Boehner, like Obama, expressed optimism that a deal could be reached.

At issue are steep, across-the-board cuts to the Pentagon and domestic programs set to strike the economy in January as well as the expiration of Bush-era tax cuts on income, investments, married couples and families with children. That combination of tax increases and spending cuts would wring more than half a trillion dollars from the economy in the first nine months of next year, according to the Congressional Budget Office.

No one anticipates a stalemate lasting that long, but many experts worry that even allowing the spending cuts and tax increases for a relatively brief period could rattle financial markets.

From their public statements, Obama and Boehner appear at an impasse over raising the two top tax rates from 33 percent and 35 percent to 36 percent and 39.6 percent. Democrats seem confident that Boehner ultimately will have to crumble, but Obama has a lot at stake as well, including a clear agenda for priorities like an overhaul of the nation's immigration laws.

Iraqi forces agree with Kurds to defuse tension

BAGHDAD (Reuters) - Iraqi military leaders agreed on Monday with commanders from the Kurdistan region to defuse tension and discuss pulling their troops back from an area over which they both claim jurisdiction.

Baghdad and the autonomous Kurdish region last week sent thousands of troops into the oil-rich territories along their contested internal border, raising the stakes in a long-running row over land and oil rights.

Military leaders from both sides met at the Ministry of Defence in Baghdad in the presence of a senior military officer from the United States on Monday.

A statement from the commander in chief of the Iraqi armed forces said the two sides had agreed to "start pacifying the situation and discuss a mechanism to return the forces which were deployed after the crisis to their previous positions".

A spokesman for the Kurdistan regional government said the Kurdish delegation would report back to the political leadership, which would decide what steps to take next.

The Iraqi army and Kurdish troops have previously come close to confrontation only to pull back at the last moment, flexing their muscles but lacking any real appetite for a fight.

Earlier on Monday, Iraqi Kurdish Prime Minister Nechirvan Barzani said dialogue was the only solution to the crisis, which had been brewing over the formation of a new command center for Iraqi forces to operate in the disputed areas.

The second military buildup this year illustrates how far relations between Baghdad's central government, led by Shi'ite Muslim Arabs, and ethnic Kurds have deteriorated, testing Iraq's federal cohesion nearly a year after U.S. troops left.

Washington intervened in August to help end a stand-off between Iraqi troops and Kurdish forces which came close to confrontation along their internal border in another disputed area near the Syrian frontier.

The latest flare-up began a week ago when Iraqi troops went after a fuel smuggler who had taken refuge in the office of a Kurdish political party in one of the disputed areas, igniting a clash with Kurdish Peshmerga fighters.

Rice meeting with senators fails to dampen criticism

WASHINGTON (Reuters) - U.S. Ambassador to the United Nations Susan Rice on Tuesday conceded that an early account she gave about the attack on the U.S. mission in Benghazi, Libya, was partly inaccurate, but her admission failed to win over Republican senators who accused her of misleading the public.

Rice met for about an hour behind closed doors at the U.S. Capitol with Republican Senators John McCain, Lindsey Graham and Kelly Ayotte, who have threatened to block her nomination if President Barack Obama chooses her for secretary of state or another top post in his second-term Cabinet.

They have criticized her for initial comments after the September 11 attack in Benghazi that suggested it was a spontaneous event arising from protests over an anti-Islam film rather than a premeditated attack.

The U.S. ambassador to Libya and three other Americans were killed in the attack on the Benghazi mission and a nearby CIA annex. Intelligence officials later said the attack was possibly tied to al Qaeda affiliates.

"We are significantly troubled by many of the answers that we got, and some that we didn't get, concerning evidence that was overwhelming leading up to the attack on our consulate," McCain told reporters after the meeting.

"It is clear that the information that she gave the American people was incorrect when she said that it was a spontaneous demonstration triggered by a hateful video," he said.

"It was not, and there was compelling evidence at the time that that was certainly not the case, including statements by Libyans as well as other Americans who are fully aware that people don't bring mortars and rocket-propelled grenades to spontaneous demonstrations," McCain said.

Graham said he would move to block the nomination of "anybody" who was linked to the Benghazi events.

Republicans have argued that the Obama administration tried to play down the terrorist angle in its initial comments to avoid undermining the president's claims of success in fighting al Qaeda in the run-up to the November 6 election.

Rice, who was accompanied to the meeting by acting CIA Director Michael Morell, later issued a statement.

"We explained that the talking points provided by the intelligence community, and the initial assessment upon which they were based, were incorrect in a key respect: there was no protest or demonstration in Benghazi," she said in the statement.

"While, we certainly wish that we had had perfect information just days after the terrorist attack, as is often the case, the intelligence assessment has evolved," she said.

"We stressed that neither I nor anyone else in the Administration intended to mislead the American people at any stage in this process."

TEMPEST OVER TALKING POINTS

Rice's controversial Benghazi statements were based on a set of unclassified talking points prepared by U.S. intelligence agencies for members of Congress.

White House spokesman Jay Carney said Tuesday that the questions about Rice's appearance on the talk shows and the talking points she used had been answered. "The focus on - some might say obsession on - comments made on Sunday shows seems to me and to many to be misplaced," he said.

But Republican senators said the meeting with Rice and Morell left them with more concerns than before. In a statement McCain, Graham and Ayotte said there was now more confusion about who had made changes in the talking points before they were given to Rice.

Morell told the senators during the meeting that the FBI had removed references to al Qaeda from the talking points "and did so to prevent compromising an ongoing criminal investigation" of the attack on the U.S. mission, the statement by McCain, Graham and Ayotte said.

"However, at approximately 4:00 this afternoon, CIA officials contacted us and indicated that Acting Director Morell misspoke in our earlier meeting. The CIA now says that it deleted the al-Qaeda references, not the FBI. They were unable to give a reason as to why," the statement said.

The initial draft of the talking points written by the CIA referred to "attacks" carried out by "extremists with ties to al Qaeda." However by the time Rice received them, "attacks" had changed to "demonstrations" and "with ties to al Qaeda" had been deleted, multiple U.S. sources have said.

A U.S. intelligence official said the CIA changed the reference to al Qaeda for "several valid intelligence and investigatory reasons."

Among the reasons cited were that "the information about individuals linked to al Qaeda was derived from classified sources, and could not be corroborated at the unclassified level; the links were tenuous and therefore it made sense to be cautious before naming perpetrators; finally, no one wanted to prejudice a criminal investigation in its earliest stages."

U.S. intelligence officials have denied that there was any intent to misinform. The White House has denied making the edits in the talking points, and had no further comment on the subject after the meeting.

'WAY TOO EARLY TO TELL'

Obama has defended Rice and said if senators have a problem with the administration's handling of Benghazi they should "go after me" rather than try to "besmirch her reputation."

Obama has also said if he believed Rice was the right person for a job in his administration, he would not hesitate to nominate her, throwing down the gauntlet to Republicans.

The White House has not given a time frame for when the president might nominate a replacement for Secretary of State Hillary Clinton. Clinton's aides have said she plans to step down around the inauguration, which is in late January, and would like to stay until her successor is confirmed.

Rice has some defenders on Capitol Hill. Senate Majority Leader Harry Reid, a Democrat, said Tuesday he was shocked that Republican attacks on Rice were continuing, calling them "outrageous and unmoored from facts and reality."

Rice met in the afternoon with Senator Joseph Lieberman, an Independent who is chairman of the Senate Homeland Security Committee, and she will meet on Wednesday with the panel's top Republican, Senator Susan Collins.

Collins said it was "way too early to tell" if Rice could attract the 60 Senate votes needed to overcome any procedural obstacles if she is nominated, but that Rice had erred in being the administration's voice on Benghazi if she was interested in becoming secretary of state.

"The secretary of state is supposed to be above politics, and she played a very political role by appearing at the height of the political campaign, on those shows," Collins said.

But Lieberman, after meeting Rice, said she had done nothing to disqualify herself for some other position in government.

"I specifically asked her whether at any point prior to going on those Sunday morning television shows she was briefed or urged to say certain things by anybody in the White House related to the campaign or political operations. She said 'no.'"

Mutual Funds For Non-Profits: Bright Funds Wants To Be The ...

When push-comes-to-shove, people love to donate, especially when they believe that their donation (be it money, time, food or possessions) will make a real difference. While online charity and fundraising platforms have made it easier than ever before to donate to causes, charities and non-profits, web-based philanthropy still has plenty of room for improvement.

Today, donors, especially those who have grown up in the Web 2.0 Era, are frustrated by the lack of enjoyable giving experiences on the Web. Not to mention that, with the accessibility of information on the Web today, donors want more accountability in their dealings with non-profits and, in turn, are more focused on outcomes. In other words, they want to know if (and how) their donations are making an impact.

This is the way Rutul Dav? and Ty Walrod have come to see the non-profit fundraising space and why they?re today launching Bright Funds ? a platform that aims to change the way people give to charity. Part of the new wave of ?venture for good operations,? Bright Funds seeks to differentiate itself from the competition by combining the social objectives of the non-profit world with elements of private investing to create what it hopes can be the ?Vanguard of charitable giving.?

The platform creates a set of ?mutual funds? comprised of between 10 and 15 non-profit organizations and allows users to invest in these funds, while building personalized investment portfolios centered around particular causes. At launch, the startup?s mutual funds focus on four areas: Poverty relief, water, education and the environment. The education fund, for example, includes non-profits like Teach For America, the KIPP Foundation, Jumpstart and iMentor and groups its chosen organizations into groups, like ?Resources and Infrastructure? or ?Accessible Education.?

Each of the non-profits falls into one of the subgroups (or ?facets?), with the premise being that users can invest more holistically in education, touching on each of its major categories, rather than focusing all of their investments in one area, like Resources and Infrastructure. Users can also pick and choose between the non-profits offered by Bright Funds, investing in two from one group, three from another and so on.

The idea, Walrod tells us, is to give a more personalized feel to charitable donations, allowing users to curate their investments in a portfolio allocating 60 percent of their donations to water and 40 percent to education, for example, just as they would when investing in the public markets.

In turn, this means that, in a single transaction (of any amount, Bright Funds doesn?t limit donations on either end), users can have their contribution evenly spread among the selected non-profits in each fund. If investors want to double their contribution to water, Bright Funds automatically disperses that among users? portfolio companies and donors can make one-time or recurring investments.

As to cost, at launch, opening and maintaining a Bright Funds account is free and donations are fully tax deductible. The startup generates receipts for users, which are available once investments are made and can be accessed from any Bright Funds account. On the non-profit side, Bright Funds charges a ?fundraising fee? of 7.5 percent from its organizations, which covers credit card processing and transaction fees and so on. At this point, donors can?t yet pay directly from their bank accounts, but the startup hopes to add this support in the coming months.

Another cool feature of the service is that it offers one-click tax reporting, so, because it tracks every dollar given to non-profits, at the end of the year (or at any time), Bright Funds can generate a free report that donors can use as a record of giving for the year.

In these ways, Bright Funds really does start to feel like a non-profit, tax deductible version of private investing and asset management. Walrod says he likes to think of Bright Funds as a broker and users? donations as their investment in a mutual fund, with each tailored to ?investment objectives? ? being in this case, rather than your own financial goals, the causes users want to support.

So, like any good broker, asset management service or financial provider, Bright Funds wants to channel the noise that?s inherent to the market as a whole into signal, surfacing the best investment opportunities. For Bright Funds, this means whittling the million-odd non-profits in the U.S. down to the cream of the crop.

To do so, the startup has used research and reviews from independent organizations like GiveWell, Charity Navigator, Philanthropedia and the American Institute of Philanthropy to select its first 50 non-profits. (However, it will be adding two additional funds and a handful of new non-profits beginning in 2013.) It?s a good first step, but overcoming the lack of trust surrounding charitable giving is likely going to require additional data sources.

To that point: Across the board, users want to know how their donations are actually affecting the organizations or causes they give to, so as part of its personal accounts, Bright Funds offers a streaming feed (a la Facebook?s news feed) that enables non-profits to keep their donors up-to-date on outcomes.

For example, if a user chooses to donate to Water.org as part of the startup?s ?Water Fund,? Water.org will be able to share progress reports, showing them that their donation went towards building a well in rural Bangladesh, which, in turn, allowed 15 families to get access to clean water for the first time. The non-profit could then introduce the donor to those 15 families, allowing them to feel like they?re more active participants in the process and to see how, in detail, their charity is making a difference.

Beyond this social integration (which also allows users to share their portfolio with friends and family on Facebook and other social networks, including Yammer), Bright Funds offers employers a cloud-based, secure tool that they can integrate into payroll or employee benefit systems. The idea being to enable companies to match their employees? donations, while limiting IT costs and making it easy for employees to manage their accounts and for businesses to deploy this functionality without the overhead.

How apprenticeships keep Germans working

COLOGNE, Germany -- Following 12 years of elementary- and high-school education in Germany, 22-year-old Sabrina Kleinsorg had to make a decision for her professional career two years ago.

"Most of my fellow students wanted to go to university, opted for a higher education, but I wanted to earn money immediately, while learning a profession at the same time,"?Kleinsorg?says.

Her own family history includes mostly blue-collar workers, and?Kleinsorg's parents favored an education in skilled crafts and trades for their daughter.

For?Kleinsorg,? the choice was easy: She opted for an apprenticeship in the field of engineering.

Germany's unique apprenticeship program provided an opportunity for?Kleinsorg?to receive hands-on experience on the factory floor, paired with complementary theoretical training at a vocational school.

In 2010, she started a paid three-and-a-half-year apprenticeship program as an industrial electronics technician at U.S. automaker Ford's plant in?Cologne,?Germany.

Today, in her third training year,?Kleinsorg?earns more than $1,200 per month and receives a number of social benefits, including health insurance.

"My friends from school thought it was 'uncool' to train in a technical job, especially as I entered a male-dominated work environment,"?Kleinsorg?says.

"But I was immediately accepted by my male colleagues, and today, I am far better off financially than they are."?

Her?choice also means job security.

In Germany, 61 percent?of all apprentices receive full-time employment at the company where they?train. And the rate is growing, according to the?latest statistics from the Association of German Chambers of Commerce and Industry, DIHK.

Ford Motor Company in Germany states?that nearly 95 percent of all trainees are offered a regular job and stay with the company.

"Many of my friends from high school will have to pay back loans after their college studies and still face an uncertain employment future,"?Kleinsorg?adds.

A?pillar in the crisis
Compared to other countries in the 27-nation European Union, Germany's export-driven economy is going fairly strong despite challenging economic conditions. The overall unemployment rate in Germany is?6.5 percent.

Many other eurozone countries are in recession and burdened with high unemployment rates. The situation is especially troublesome for young Europeans under the age of 25.

According to the European Union statistics office, Eurostat , the youth unemployment rate rose to 22.8 percent in September, up from 21.7 percent? the previous year. In Greece and Spain, that number is over 50 percent. In Germany, the youth unemployment rate is just 8 percent.

"One reason for the so-called miracle of low youth unemployment rates in Germany is our apprenticeship system," says Dr. Andreas Koenig, Head of Section, Technical and Vocational Education and Training at GIZ, an association that supports the German government in the field of sustainable development.

"It is this transfer of knowledge from schools and training programs directly into the work environment and vice versa, which makes the difference," Koenig says.

Courses are designed by employers and government specialists but also include input from Germany's trade unions. Training programs are also regularly adjusted to market needs.

The so-called "dual system" -- split into 60 percent workplace training and 40?percent?classroom-based education -- is widely regarded as a model of business investment in social mobility and in?the country's skilled workforce of the future.

"It is all about building your own work?force on a high-quality basis," says Volker Theissen, manager for learning and development at Ford Europe.

Germany's?apprenticeship system trains approximately 1.5 million people per year and matches the worker's skills with the demands and requirements of today's rapidly changing work environment.

"In the course of our apprenticeship, we learn many important facets about our job, but also a lot about the company. And from the start, we are fully integrated and adopt to our future workplace," says 18-year-old Andr? Etzweiler, an apprentice at Ford in Cologne.

"And, while the training immediately creates a symbiosis between the young worker and his employer, it nevertheless prepares us well for the broader job market in case we cannot or do not want to stay with the company," Etzweiler explains.

Historic?system, with a modern touch
Vocational training in Germany has a centuries-old tradition and dates back to the guild system of the Middle Ages.?From bakers to hairdressers and welders to bank workers, the German system focuses on top-level education in close collaboration with industry.

Germany's small- and medium-size businesses, the so-called?Mittelstand, are highly dependent on the next generation of well-trained workers.

Germany's?Mittelstand?accounts for nearly 70 percent of all exports. Many experts say that these specialized? businesses are the engine of economic growth and a main contributor to Germany's still healthy economy.

"If we want to stay innovative, especially in regard to our foreign competition, then we need young skilled workers with young ideas," says Oliver Huhle, manager at Huhle Steel and Metal Construction, a firm with nearly 100 employees based in Wiesbaden.

"Many of today's business executives in Germany began their career as apprentices, including myself," says 34-year-old Huhle.

The success of Germany's dual-training system has led countries like the United States, China and India to study it as a possible model for their own labor markets.

"We have seen an increasing number of requests in the past year from other countries, inquiring how we cooperate to implement elements of the German system. Just last week, we signed a memorandum of understanding with Italy," says Thomas Renner from the Association of German Chambers of Commerce and Industry in Berlin.

In times of tight budgets and ailing economies, however,?many international companies have been shying away from long-term investment in a larger work?force. Many foreign corporations fear that long-established socioeconomic structures -- one secret to success in Germany -- might be the missing link abroad.

However,?German?experts?say that core elements would be adoptable in other markets.

"If other countries, such as the United States, want to implement the system, it does not require the enormous state support that you see in Germany,"?Theissen from Ford Europe says.

"Companies can easily initiate cooperation and exchange with already existing technical colleges in any region," he?adds.

While German carmakers, such as Mercedes or BMW, have already exported the system to their factories in the United States, Ford has so far only been offering apprenticeships to young applicants at plants in Germany.

A?demographic challenge
But at Germany's workbenches, the system is facing a major challenge these days: low birthrates.

Mid-sized businesses, especially, face a shortage of qualified applicants, in part due to the demographic changes, but also as a result of strong competition from large companies.

At the end of September, German officials counted more than 33,000 open training positions.

As a result, German companies are increasingly looking across the borders to meet their needs.

"Several firms in the southern region are now recruiting young people from Spain who want to receive technical training. These companies offer a four-week language course prior to the apprenticeship," says Ulrike Friedrich from DIHK in Berlin.

"And hotels and restaurants in the German state of Thuringia are training adolescents from the Czech Republic and Hungary," Friedrich adds.

In the crisis, one country's loss could be another country's gain.

Latest statistics show that there is a growing influx of immigrants from crisis-stricken nations of the eurozone, including a large number of young workers.

"It is a win-win situation for both sides," Friedrich says.

"The young foreigners will receive high-quality training, fill gaps in small German businesses, but also have the chance to go back to their countries as skilled workers at a later point," she?says.

Preventive screening for sudden cardiac death in young athletes debated

ScienceDaily (Nov. 26, 2012) ? While ensuring the safety of high school and college athletes is hardly controversial, the method and associated costs of doing so are hotly debated. Conducting electrocardiographic (ECG) screenings of all young competitive athletes in the United States would cost up to $69 billion over 20 years and save about 4,813 lives, making the cost per life saved over $10 million, according to a study published online November 27 in the Journal of the American College of Cardiology.

A corresponding editorial suggests that this number is inflated and "misleading" and blames the high costs on cultural attitudes and medical policies on preventative medicine in the United States. The issue has been widely debated among experts currently in sports cardiology, a growing field of medicine in the United States. The European Society of Cardiology recommends mandatory ECG screening of all competitive athletes, but the American Heart Association recommends a physical exam and family history questionnaire as a first-line screening, with further examination based on the results of those initial steps.

"While this research focuses on the monetary costs of mandatory ECG screening, it is important to consider the human costs of false positives, which can result in additional potentially unnecessary tests and removal from play of athletes who are not actually at risk," said ACC President William Zoghbi, MD, FACC. "Most in this discussion agree that physicals, thorough family histories, targeted testing with ECG and other modalities when needed, widespread training in CPR, and availability of automated external defibrillators save lives from sudden cardiac arrest."

A 2006 Italian observational study found that mandatory ECG-based screening of athletes implemented by Italian law led, over a 20-year period, to a 89 percent relative risk reduction in sudden cardiac death; however, the absolute risk reduction, the cost and the economic ramifications have not been addressed in this study.

Researchers in the current study established a cost-projection model based on the Italian study to estimate the number of athletes who would need to undergo screening if it were required in the U.S., compute the costs and determine the number of lives that could be saved. The number of screening-eligible athletes was estimated from data provided by the National Collegiate Athletic Association and the National Federation of State High School Associations and diagnostic test costs were determined from Medicare reimbursement rates.

Based on this data, researchers determined that 8.5 million athletes would undergo annual ECG screening over 20 years, with 2 percent ultimately disqualified as a result of follow up screenings each year. That equates to 170 million screening tests and 3.4 million disqualifications over two decades.

The number of athletes disqualified for heart conditions would cause the sudden cardiac death rate to decrease from 4 to 0.43 per 100,000, but the costs would be in the billions. Researchers estimate that 20 years of testing would cost between $51 billion and $69 billion and save about 4,813 lives, which averages to between $10.6 million and $14.4 million per life saved.

Antonio Pelliccia, MD, of the Institute of Sport Medicine and Science in Rome, disagrees with the conclusions of the study. He argues the study overestimates costs because the screenings are part of a preventative program that targets young people who are for the most part healthy, is conducted outside of hospitals and is performed by team physicians, not cardiologists. Screenings would be packaged as a unique medical procedure instead of priced as individual diagnostic tests.

He acknowledges that reimbursement of pre-participation screenings as a preventative medicine program does not currently exist in the Medicare system and this "represents a major obstacle" in implementing ECG-based pre-participation screening.

According to Dr. Pelliccia, in Italy where ECG screening is mandatory for athletes, the cost is about $60 per athlete, including history, physical and 12-lead ECG, which is a price based on an agreement between the Board of Sport Physicians and the Italian government. The National Health System also refunds this fee for low income individuals.

He said the obstacles in the United States are not economic but cultural and "will require a change in the cultural attitude and current medical policy in the United States, where preventative medicine programs are unlikely to be federally supported."

Egypt minister says end of crisis 'imminent'

Auburn fires Gene Chizik after 3-9 season

AUBURN, Ala. (AP) ? Auburn coach Gene Chizik was fired Sunday after the Tigers' rapid fall from a national champion to a winless Southeastern Conference season.

The Tigers endured the worst slide within two years of winning a national championship of any team since the Associated Press poll started in 1936 and hadn't lost this many games since going 0-10 in 1950. The decision came 17 months after Auburn gave Chizik a contract worth some $3.5 million annually through 2015 with a hefty buyout.

"After careful consideration and a thorough evaluation of our football program, I have recommended that Coach Chizik not be retained," Auburn Athletic Director Jay Jacobs said in a statement. "President (Jay) Gogue has accepted my recommendation. Earlier this morning, I informed Gene that he will not return as head coach."

The players were informed in a team meeting Sunday. Jacobs scheduled a news conference for later in the afternoon.

"I'm extremely disappointed with the way this season turned out and I apologize to the Auburn family and our team for what they have had to endure," Chizik said. "In my 27 years of coaching, I have gained an understanding of the high expectations in this profession. When expectations are not met, I understand changes must be made.

The Tigers went from 14-0 with a perfect SEC record with Cam Newton leading the offense in 2010 to 3-9 and 0-8, losing their final three league games by a combined 150-21. Auburn was blown out by Texas A&M (63-21) and Georgia (38-0) but the finale was even more painful for Tigers fans.

No. 2 Alabama cruised to a six-touchdown halftime lead en route to a 49-0 demolition Saturday that could easily have been much worse. It was still the second-most lopsided Iron Bowl in history, behind only the Tide's 55-0 win in 1948.

"While we experienced a tremendous low in 2012, I will always be proud of the incredible highs that we achieved, including three bowl victories, an SEC championship and a national championship," Chizik said.

He was 33-19 in four seasons and 15-17 in SEC games.

Auburn said the total buyout for Chizik and his assistant coaches is $11.09 million. Chizik's buyout will total $7.5 million and be paid in monthly installments for the next four years.

The deal calls for Chizik to make "reasonable" efforts to land a new job, with that salary deducted from the buyout.

Auburn tight end Philip Lutzenkirchen said players gave Chizik a standing ovation after the team meeting and that the coach was tough on himself. Lutzenkirchen also understands the reality of life in the SEC.

"Not winning a conference game isn't going to cut it wherever you are in this league," he said.

Defensive tackle Jeff Whitaker said, "It's kind of crazy right now. I had a special bond with Coach Chizik."

Chizik had sandwiched two 8-5 seasons around the national title, but never approached the success of 2010, when Newton won the Heisman Trophy. The Tigers were 7-17 in SEC games outside of 2010 during his tenure.

His hiring was criticized by some fans after Chizik went 5-19 in two seasons at Iowa State and lost the last 10 games of his first head coaching job.

Jacobs was heckled at the airport after making the hire.

Chizik had been defensive coordinator on unbeaten teams at Auburn and Texas.

A search committee comprised of former Heisman Trophy winners Pat Sullivan and Bo Jackson and former Tigers fullback Mac Crawford will assist Jacobs, the school said.

A transition year might have been expected.

Chizik had to replace the offensive and defensive coordinators after last season. Chizik made an ill-fated switch from Gus Malzahn's no-huddle, spread offense to a pro-style system with the hiring of former Temple offensive coordinator Scot Loeffler.

The Tigers struggled in the transition, partly because of shaky quarterback play. Auburn finally turned to freshman Jonathan Wallace ? the season's third starter ? for the final four games.

Auburn ranked at or near the bottom of the SEC in every major statistical category offensively and defensively.

Chizik's tenure was marred by off-the-field problems, too, to the extent that Chizik had employees of a private firm run curfew checks on players this season.

Four members of the 2010 national championship team were arrested on robbery charges in March 2011. Antonio Goodwin was convicted in April and sentenced to 15 years in prison. Dakota Mosley, Michael McNeil and Shaun Kitchens are awaiting trial.

Two-time 1,000-yard rusher Mike Dyer transferred to Arkansas State with Malzahn after being indefinitely suspended before the bowl game.

Freshman quarterback Zeke Pike was arrested in June for public intoxication and later dismissed from the team. Starting center Reese Dismukes was suspended for the opener against Clemson following a public intoxication arrest.

Auburn is also the subject of an NCAA investigation that includes the recruitment of Memphis running back Jovon Robinson.

Memphis City Schools said in August that the NCAA had contacted the school district regarding allegations involving a former Wooddale High School athlete, identified by the Memphis Commercial Appeal as Robinson. A school guidance counselor resigned after admitting to creating the fake transcript.

The Birmingham News reported on Wednesday that NCAA investigators had interviewed at least one assistant coach and several players during the week leading up to the Iron Bowl.

Chizik's contract includes a clause that it wouldn't owe the buyout money if he is fired for cause, including findings of major rules violations or significant or repetitive violations" involving him or his program.

Chizik and Auburn have weathered past NCAA scrutiny. The governing body closed investigations into the recruitment of Newton and allegations from four former players that they were paid thousands of dollars during their college careers.

These are people who are revered and respected in their various communities and churches. So, now that they have become politicians and every politician is a perceived liar in policy implementation, good governance, accountability et al, how would their congregation and society regard them?

This is not to pass judgment but a reality on the ground. Even though he had not assumed the rein of power, Prophet Daniel Yaw Nkansah, Founder and flagbearer of the New Vision Party (NVP) has been accused of been a fraud in his capacity as a man of God.

I spoke to a Political Analyst, Mr. Ambrose Amoah - Ashyia on the issue and he said, it is not appropriate for Pastors to associate themselves with partisan politics because of their positions as peacemakers.

He added that their involvement in active politics demeans that position in the sight of the populace.

According to Mr. Amoah-Ashyiah, they could share their neutral opinions on political issues but their indulgence in party politics would be a suicidal, especially, when they serve as a country's hope in times of conflict.

This year's Presidential and Parliamentary elections have rather seen some Pastors competing for political positions on the parties' ticket.

Now that the political system is changing and Reverend Ministers are getting involved in partisan politics who would the country fall on in times of conflicts and what good examples are they teaching the younger generation?

New 3-D movie technology: are viewers ready?

When the?3-D version of "The Hobbit: An Unexpected Journey" debuts in movie theaters on Dec.?14, the film will likely wow viewers with its special effects. But audiences at select theaters will get even more bang for their buck: they?ll be the first to witness a new technology that displays images at a rate of 48 frames per second, twice as fast as the current standard.

The new display rate is sure to look different. Whether audiences will like it is less certain. So far, early reviews have been mixed, according to 3D Focus, a website that tracks changes in 3-D-viewing technology.?

Some people think the effects look "too real." For others, eyestrain, headaches, nausea and other discomforts are as much of a hazard as they were with the older technologies. That's because most films that are designed to make images look like they are popping out of the screen work by showing each eye different pictures at different times. That forces the brain to merge conflicting messages -- an obstacle that 3-D studios are still working to overcome.

"People really differ," said Marty Banks, a vision scientist at the University of California, Berkeley. "Some people just don't get it and they're fine. Other people are fairly uncomfortable. The industry is really worried about this. They're listening to us?scientists and they?re taking our advice."

ll movies, whether "2-D" or "3-D" create the illusion of movement by flashing one still image after another onto the screen at a rate that is fast enough to fool our brains into seeing action. If the sequence of images is presented too slowly, the result is a shaky effect called "judder" that can sometimes look like a double image.

3-D technology (which Banks prefers to call stereo-3-D or S3-D because even "2-D" movies look three-dimensional) raises the risk for judder because these films usually show screen shots in an alternating sequence to one eye at a time. First the left eye sees an image, then the right eye sees one, then the left eye sees the next image, and so on.

With the latest generation of 3-D glasses, polarizing filters allow each eye to see light coming from just one direction, and screen shots are displayed so that a single lens is targeted at a time. When one eye is stimulated, the other eye is presented with darkness.

It's up to the brain to put everything together into a coherent picture. But with each eye seeing alternating flashes of brightness and darkness, jumpy judder can creep in, causing distraction or discomfort.

To solve that problem, 3-D films that are shot at a standard 24 frames per second actually show the left eye a single image three times in a row with flashes of darkness in between. Then the right eye gets its image three times in a row, and that pattern continues for the entire film. This "triple flashing" allows the screen to display 72 frames per second, which reduces flicker effects.

For the new Hobbit, director Peter Jackson used new technology to film at 48 frames per second instead of 24. In real life, our visual systems take in information continuously, and some experts speculate that images will need to be captured at more than 100 or even 150 frames per second before a movie looks truly real. But with any increase in frame-rate speed, motion should look smoother and more realistic.

"As you increase the rate of new incoming data, you're getting closer and closer to the real world," Banks said. "At some rate, you will get to the point where you can?t tell the difference."

But first, moviemakers have some technical issues to deal with.

One question, Engle said, is whether the technological limitations of the projectors used by most theaters will require them to use fewer flashes for each eye before switching to the other eye?s image????a switch that could actually cause new stuttering problems.

Some theaters use a dual-projector set-up that gets around that issue by showing images to both eyes at the same time, and in those cases, Engle said, the results should be spectacular. But theaters that use a single projector to display 3-D movies will have some new decisions to make, and audiences might not be universally happy about the final product.

"You have to be careful what you wish for," said Rob Engle, 3-D supervisor at a major film studio in Burbank, Calif. "If you have to make compromises in order to increase the frame rate by decreasing the flash rate, you start to run into trade-offs."

As higher frame rates lead to more realism, dismay is also cropping up among people who are used to seeing films that look like films rather than television or real life. Similar complaints have emerged whenever filmmaking technology has risen to a new level over the decades.

"Every time we've moved closer to reality by adding sound, adding color or getting rid of scratches, in the end, the audience has accepted it and there's no going back," Banks said. "I think the same is going to be true here.

"In the end, we all want immersion. We want to feel like we're in that scene and closer to reality. I think once people see it, they are going to go, 'Wow. I want that.'"

Have a plan, but know that your biggest opportunities will likely be ...

unexpected opportunitiesAs a coach I encourage my clients to look a few years into the future, decide on where they want their business to go, and then figure out how to get there.

Set the goal, figure out some?way-points? and then work steadily until you have achieved the outcome you want.

It?s good advice, because most small businesses and freelancers don?t plan enough. They stumble forward, month by month, hoping things will work out.

So yes, I think every freelancer and entrepreneur should have a plan and stick to it.

Now for the kicker - Your biggest successes probably won?t be part of your plan at all.

Viagra was not the result of a plan to create the world?s greatest erectile dysfunction drug. Researchers were actually working on a blood pressure pill when they came across a rather interesting side-effect. Viagra?s discovery was accidental.

Alexander Fleming didn?t discover penicillin, the world?s first antibiotic, by spending years looking for a drug that killed bacteria. He discovered it because of an accidental cross-contamination between two petri dishes in his laboratory. He screwed up, and found penicillin as a result.

In my own life as a freelancer, pretty much every major advance in my career has come about as a result of something I couldn?t possibly have foreseen or planned for.

The first time I spoke at a major marketing conference was in 1998,and it led to a huge lift in my business. But at the time I wasn?t planning to speak at that conference. What happened was that one of the founders of a site I used to write for was booked for that speaking slot, got cold feet, and asked if I could do it for him. I said yes.

Another event that gave my career a big lift was when I got my book, Net Words, published by the world?s largest business publisher, McGraw-Hill.

I didn?t plan that either. I was having dinner with someone who just happened to mention that he was on a deadline to get a draft of his new book to his publisher. I simply asked him who the publisher was, got his editor?s email address, and then wrote an email suggesting I write her a book about writing for the web. Incredibly, she said yes.

And so on.

?Fortune favors the prepared mind.?

That?s a quote from Louis Pasteur. And he was absolutely right.

You have to be prepared because opportunities will come to you from unexpected directions, at unexpected times.

First, you have to understand that the biggest opportunities often come out of left field.

Second, you have to prepare your mind to be on the lookout for these opportunities, so you don?t let them pass by.

No, this doesn?t mean you can just sit back and wait to get ?lucky?.

Fortune doesn?t favor the lucky few. It favors the few who are prepared.

Yes, it was lucky for me that I got that first speaking gig. But it wasn?t all luck, because I had let that guy know I was interested in speaking. So when he wanted to back out, it was me he called.

Yes, it was lucky for me that I had dinner with someone who wanted to talk about the book he was writing. But I said yes to having dinner with him, or maybe suggested it myself. And I didn?t just listen and then move on to the next subject. I asked him who his editor was, and asked for her email address.

My mind was and still is on the lookout for unexpected opportunities. You have to be listening carefully, and watching carefully, or these opportunities will pass you by, unnoticed.

You also have to seed your work environment to encourage the appearance of these opportunities. For example, neither of those big events in my career as a freelancer would have occurred if I hadn?t taken the trouble to get to know those two people.

Wrapping it up?

Have a plan. You need to know where you are headed.

Build some flexibility into your plan, because the future never works out exactly as expected.

And then prepare your mind to be highly tuned to pick up on unexpected opportunities.

It?s the unexpected opportunities that will drive your greatest successes.
